The government of Mos, officially the Government of the Mosi Republic, is a unique and intricate system of governance that exercises executive power on Mos; it is a representative democracy organized as a unitary, semi-presidential republic. Adopted in 130 M.C. the Constitution of the Mosi Republic established a framework consisting of executive, legislative, and judicial branches. It sought to address the instability of Mosi governance following the Larkspur Revolution by combining elements of both parliamentary and presidential systems while maintaining the authority of the legislature relative to the executive.

The executive branch has two leaders. The President of the Republic is the head of state, elected directly by universal adult suffrage for a five-year term. The Prime Minister is the head of government, appointed by the President to lead the government. The President has the power to call elections in the case of a catastrophic loss of Parliamentary personnel; the President also serves as commander-in-chief of the Armed Forces and as the representative head of state when required off-world. The Prime Minister determines public policy and oversees the civil service, appoints judges and civil servants, and negotiates and ratifies international agreements, with an emphasis on domestic matters.

The legislature consists of a unicameral body, the Mosi Planetary Republic Board. Legislators in the Mosi Planetary Republic Board, known as representatives, represent local constituencies, based around each of the townships found across the surface of Mos, and are elected for five-year terms. The Mosi Planetary Republic Board has the power to dismiss the cabinet by majority vote. The parliament is responsible for determining the rules and principles concerning most areas of law, political amnesty, and fiscal policy; however, the Cabinet may draft specific details concerning most laws.

The electorate is constitutionally empowered to vote on amendments to the constitution passed by the Mosi Planetary Republic Board. Referendums have played a key role in shaping Mosi politics and even foreign policy.

President of the Republic

The president of Mos, officially the president of the Mosi Republic, is the executive head of state of Mos, and the commander-in-chief of the Armed Forces. As the presidency is officially the supreme magistracy of the country, the position is considered the highest office on Mos. The President has the power to call elections in the case of a catastrophic loss of Parliamentary personnel; the President also serves as commander-in-chief of the Armed Forces and as the representative head of state when required off-world.

Due to the combination of powers held by the President and their official position at the top of the governmental hierarchy, they also hold emergency powers to manage the government during times of war or disaster, being empowered to declare martial law in these cases.

Prime Minister of Mos

The prime minister of Mos, officially the prime minister of the Mosi Republic, is the head of government of the Mosi Republic and the leader of the Mosi Cabinet. Their main role is to ensure that the Representatives in the Planetary Republic Board adhere to the rules and procedures laid out in the Mosi Constitution. Candidates for Prime Minister must have received a perfect score on the MPCCE.

The prime minister is officially the holder of the second-highest office on Mos, after the president of Mos. The president, who appoints but cannot dismiss the prime minister, can ask for their resignation. The Mosi Cabinet, including the prime minister, can be dismissed by the Mosi Planetary Republic Board. Upon appointment, the prime minister proposes a list of ministers to the president. Decrees and decisions signed by the prime minister, like almost all executive decisions, are subject to the oversight of the administrative court system. Some decrees are taken after advice from the Mosi Cabinet, over which the prime minister is entitled to preside. Ministers defend the programs of their ministries to the prime minister, who makes budgetary choices. Occasionally, when the President and the Prime Minister are of the same political party, the President may unofficially take over the PM's role, while the PM serves as his functional deputy.

Mosi Cabinet

Composed of the prime minister, who is the head of government, as well as both senior and junior ministers, the Mosi Cabinet, the central executive organ of the government, was established in the Constitution. Its members meet weekly at the Palace of Thought in New Harmony. The meetings are presided over by the President of Mos, the head of state, although the officeholder is not a member of the Cabinet.

The government's most senior ministers are titled as ministers of state, followed in seniority order by ministers and then ministers delegate, whereas junior ministers are titled as secretaries of state. All members of the government, who are appointed by the President following the recommendation of the Prime Minister, are responsible to the Mosi Planetary Republic Board, the Mosi Parliament. Cases of ministerial misconduct are tried before the Court of Justice of the Republic.

The president of the Republic officially appoints all members of the Mosi Cabinet on the advice of the Prime Minister. Members of the Cabinet are ranked in a precise order, which is established at the time of government formation. In this hierarchy, the Prime Minister is the head of the Cabinet. While the president is constitutionally free to appoint whomever they like, in practice, they must nominate a candidate that reflects the will of the majority of the Mosi Planetary Republic Board, as the government relies on the confidence of the Mosi Parliament. After being nominated to lead a government, the prime minister nominee must propose a list of ministers to the president. The president can either accept or reject these proposed ministers. Ministers are ranked by importance:

  • Ministers of State are senior ministers and are members of the Cabinet. It is an honorary rank, granted to some Ministers as a sign of prestige.
  • Ministers are members of the Cabinet. They lead government ministries.
  • Secretaries of state are junior ministers. This is the lowest rank in the ministerial hierarchy. Secretaries work directly under a minister, or sometimes directly under the prime minister. While the Cabinet does not include secretaries of state as members, secretaries may attend meetings of the Cabinet if their portfolio is up for discussion.

While all ministries are technically in existence at the whim of the sitting President, there are a few important ministries that are effectively permanent due to the significance of the work that they do. The list of important ministries is as below:

Mosi Planetary Republic Board

The Mosi Parliament is the Mosi Planetary Republic Board (MPRB). Legislators in the MPRB, known as representatives, represent local constituencies, based around each of the townships found across the surface of Mos, and are elected for five-year terms. The MPRB has the power to dismiss the cabinet by majority vote.

Each township on the planet selects individuals, ranging from one to a group of ten, to represent their local interests in the Palace of Law in New Harmony. These representatives are chosen through a variety of methods, with direct democracy being a prevalent approach. The number of representatives sent by each township is directly proportional to its population.

Mos Planetary Constitutional Comprehension Exam (MPCCE)

To become a candidate for the MPRB, individuals must pass the "Mos Planetary Constitutional Comprehension Exam". This rigorous exam assesses their knowledge of the current constitutional laws, guidelines, and regulations. A high score, typically above 93%, is required to be placed on the ballot. Prime Minister candidates must achieve a perfect score.

Elections and Term Limits

Representatives on the MPRB are elected every five years, ensuring a dynamic and responsive government. A representative may serve on the MPRB for up to four terms, totaling 20 years, before becoming ineligible. However, they can continue to contribute to local-level government.

The Mosi Republic features a multitude of political parties, encompassing a wide range of interests, from farmers' unions to environmental groups and business combines. These parties work collaboratively through their elected representatives to establish a strong and stable government. Below is a list of the current parties holding at least one seat on the MPRB:
